Oversees and directs the planning of economic development projects and administers
the daily business activities of the Authority. Carries out the policies, plans and directives
of the Authority Board. Oversees financial and budgetary matters and serves as the Chief
Procurement Officer. Recommends and implements Authority personnel policies and is
responsible for hiring, supervising and developing Authority Staff. Plans, advertises, and
manages all capital improvement projects and all engineering/technical studies for the
Authority. Performs the daily functions of finance and administration to include payroll,
budgeting, bill pay, benefits administration, etc.

for multiple clients throughout the region to include the City of Charleston, City of North
Charleston, Berkeley County Water & Sewer District, North Charleston Sewer District,
Georgetown County Water and Sewer District, Mount Pleasant Waterworks, City of
Georgetown, Georgetown County, Charleston Area Regional Transportation Authority
(CARTA) and the Dorchester County Transportation Authority. Majority of projects
included road Improvements, site development and water, wastewater and stormwater
system improvements.
